How does the fabric feel? Is it similar to a windbreaker?

No. This is a polyester/elastane material that is soft and has drape and stretch. Many compression-fit shirts or other moisture wicking apparel pieces are made of this. Its benefit is the weight, which is great for fall weather or to be layered for colder weather. I've been running in mine non-stop since I got it. Temps between mid 30s-50.

What temps is this designed for? Above 40?

The Carbonite Hoodie is not designed for a specific temperature, however, it is important to note it is a performance piece meaning it's thinner than your traditional hoodie. Though the DriLayer® HorsePower fabric adds warmth.
